Notification of Construction Work at Primary School 15 Bronx
The NYC School Construction Authority (SCA) wishes to notify parents of children attending P.S.15 and neighbors about upcoming construction work at the school, located at 2195 Andrews Avenue, Bronx, NY 10453, and near your homes. They said the scope of the work involves roof and exterior masonry, and all work will be performed by an accredited contractor under the supervision of the SCA. They said the contractor will begin to put up sidewalk bridging and scaffolding, which will take two to three weeks. Once those are completed, the project itself will begin shortly afterward and is scheduled to be completed in August 2024.
Due to the nature of the work, and for the safety of the students, they said all activities must take place after normal school hours. Weather permitting, they said most construction work will take place on weekdays between the hours of 7 a.m. and 5 p.m. During school closure, and possibly during the summer and on holidays, work may be completed during daytime hours.
As part of this project, they said a comprehensive asbestos investigation was conducted to determine if any asbestos containing materials (ACM) would be impacted by the planned scope of work. They said it was determined that ACM would be impacted by the planned scope of work, and therefore asbestos abatement will be required at various stages of this project. They said this work will be conducted while the building is unoccupied, and will strictly adhere to all applicable regulations.
They said a third-partly consultant (Project Monitor) will oversee the abatement contractor to ensure asbestos removal is carried out properly, and they will also conduct air sampling through the duration of each project. They said air sample results will provide assurance that abatement was conducted properly, and that areas are safe to occupy following completion of asbestos abatement. They said this information is made available to the school before students and staff are
allowed to enter the building.

Mosholu Playground Petition
P.S. 8 is located across Mosholu Parkway between Bainbridge and Briggs Avenues in Bedford Park. Friends of Mosholu Parkland say students use the playground as-is in its debilitating state. They need outdoor space to play and learn. The playground has hosted several small festivals, events, and activities where playground users came out to Mosholu, and enjoyed their day inside the park. Community visioning was provided for community residents for the playground where their needs and wants were shared on activity boards. Those visionings helped bring to life, three colorful murals that still today are wrapped around the playground but need to be refreshed. Learn more here.

Reporting Park Noise
During a recent meeting of Bedford Mosholu Community Association, officers from the 52nd Precinct said it was important to log calls with 311 as any unanswered calls over an hour are now being flagged to Police Chief John Chell who is monitoring such calls. They said that anything that was flagged as “outside” in a 311 complaint, like barbecues or noise, also gets flagged, and “body cameras go on right away” so that residents can see what the officers are doing to address the situation. They said the cameras get turned off after enforcement.
The officers explained that they also now have an app on their phones where they can read off all 311 jobs. “Usually, we can call if you guys leave a number to ask what the problem is,” Officer Boland said. “Right now, we get a notification on our phone. There’s a police vehicle that is only assigned to 311s. They don’t do 911s and within an hour, it’s supposed to be answered.” He also clarified, “My rule of thumb is if you need 911, you always call 911.”
Boland explained that both he and Officer Arias (Sector C) work every day except Sunday and Monday and handle mostly 311 problems. They encouraged residents to both call 311 and text them and said they will be there within 15 minutes. Boland’s number is (929) 287 7212 and Arias’s is (917) 374 0459. Read the full story here.

Subway Works Updates
Due to structural maintenance work, there will be no D service at Norwoord-205th Street beginning Monday, July 31, at 5 a.m. through Friday, Aug. 25, at 11:30 p.m. The D service will run between Coney Island-Stillwell Avenue and Bedford Park Boulevard, the last stop. Free shuttle buses will run between Bedford Park Boulevard and Norwood-205th Street. Transfer between D trains and shuttle buses at Bedford Park Boulevard.
Also, from Friday, Aug. 25, at 11.30 p.m. to Monday, Aug. 28, at 5 a.m., the D will not run between 161st Street-Yankee Stadium and Norwood-205th Street.

Designated Barbecuing Areas
To find a list of authorized designated BBQ sites in The Bronx, visit https://www.nycgovparks.org/facilities/barbecue. NYC Parks reminds residents to be cautious when barbecuing, and to keep a safe distance from patrons, children, and trees. Be courteous to others and clean the area carefully before you leave. Events involving more than 20 people require a special events permit.
NYC Parks rules prohibit the littering and dumping of debris, the use of propane, barbecuing in non-authorized areas, barbecuing next to trees, tree roots, or buildings (ten feet rule), any type of open, ground, or campfire, and barbecuing by anyone under 18. Please barbecue at least three feet off the ground.
All coal and matches must be disposed of in designated red barrels. Please do not place anything flammable in a regular litter barrel. Use water to extinguish hot coals. Improperly dumped coals or matches can do major damage to parks. Did you know? Raw meats and ready-to-eat food should never be in the same bag. Wrap raw meat in a plastic bag and throw it away after using. Use separate, reusable bags for ready-to-eat food. Learn more at: www.health.ny.gov/publications/2827/.
Survey on Policy Change re E-Bikes in Parks
As reported (see page 7 News Briefs), NYC Department of Parks & Creation announced that effective June 20, the department would
launch a pilot program allowing e-bikes and lightweight e-scooters on Park drives and greenways. Officials said the pilot program would allow the same bicycles, e-bikes, and e-scooters that are legal to drive on NYC streets to also drive on park drives, spaces where bicycles are already permitted in parks. They said Class 1, 2, and 3 e-bikes, as well as lighter-weight e-scooters, are already allowed to operate on NYC streets and in bike lanes and will be allowed in parks as part of the pilot program.
In preparation, they said Parks has created a new webpage at nyc.gov/parks/ebikes, with a citywide map of parks showing greenways and drives that are part of the program, as well as a multilingual survey to both hear from and educate New Yorkers on electric micromobility. They said the pilot program does not allow e-bikes on pedestrian paths, and faster, heavier mopeds or motorcycles are not allowed
anywhere in parks or on greenways. They said the latter are also precluded from bike lanes, and their drivers must hold a driver’s license. For more information on micromobility devices, visit nyc.gov/ebikes. Click here to access the survey.

Free Gym Access through the High School Summer Pass Program
Through the High School Summer Pass program, New York City teens ages 14 to 19 can get free access to Planet Fitness clubs across the five boroughs. After registering for the program, participants can work out for free at participating Planet Fitness locations through Thursday, Aug. 31. Participants must work out at the location they sign up at and are not permitted to use other locations. Teens under 18 must register with a parent or guardian online or in-club. NYBG NYC Resident Grounds Access Pass
On Tuesday, and Thursday-Sunday; a grounds access pass to the New York Botanical Garden is available for purchase by NYC residents only. Proof of residency is required and may only be purchased onsite. On Wednesdays, grounds admission is free to NYC residents all day and to all other visitors between 10 a.m. and 11 a.m. Grounds admission includes access to outdoor gardens and collections, including the Everett Children’s Adventure Garden.

Congressional Redistricting Updates
Following the 2020 census, the New York State Independent Redistricting Commission (IRC) held a number of virtual sessions with community residents to discuss the redistricting process over a matter of months. The IRC held a final Bronx County hearing on its proposed redrawn maps for the assembly, State senate, and congressional districts on Nov. 9, 2021. That hearing can be watched here. The maps/plans were submitted by the commission to the State legislature on Jan. 3, 2022.
The State legislature voted on the first set of plans, rejecting it, and could not agree on a second set. Instead, elected representatives voted to approve alternate maps proposed by the Democratic Party, and these were ultimately approved on Feb. 2, 2022 by the State legislature, which holds a Democratic majority, and signed off by Gov. Kathy Hochul on Feb. 3, 2022, as reported.
The NYS Republican Party immediately mounted a legal challenge, and a judge later overruled the February 2022 vote by the State legislature as being unconstitutional, saying the February maps were gerrymandered by Democrats. The court ordered new maps to be redrawn. Lawmakers had until April 11 2022 to submit new maps, but on Monday, April 4, 2022 a judge issued a stay on the case, which retained the prevailing February 2022 maps in place, allowing candidates time to collect the required number of voter signatures needed to get on the ballot for the June 2022 Primaries before the deadline.
As later reported, on April 27, 2022, the New York Court of Appeals struck down the congressional and State senate redistricting maps approved by the State legislature in February, and a court-appointed special master was required to come up with new maps by May 20, 2022. The court also ordered that the 2022 congressional and State primary elections be postponed to August 23, 2022. The latest redrawn maps by the special master can be viewed here. Following the general election held on Nov. 8, 2022, congressional [and State Senate] representatives began representing the redrawn congressional and State Senate districts effective Jan. 1, 2023.
In June 2023, AP reported that lawyers seeking redrawn congressional lines in New York argued before a State appeals court on June 8, 2023, in a Democrat-backed lawsuit that could have implications in the 2024 fight for control of the U.S. House of Representatives. AP reported that the lawsuit was brought on behalf of 10 New York voters who want the State redistricting commission to submit new proposed state congressional lines for 2024. A victory for the plaintiffs would scrap lines drafted for 2022 by the outside special master expert after a legal challenge. Republicans flipped four congressional seats in New York under the latest redrawn lines.
Assembly District Redistricting
The State Assembly districts will be redrawn ahead of the 2024 primaries. Drafts of the redrawn assembly districts were released on Dec. 1, 2022 by the NY Redistricting Commission. The latest plan released on April 20, 2023 can be reviewed here.

Environmental Monday Park Clean-Ups
Friends of Mosholu Parkland (FOMP) remind residents that each Monday is an opportunity to get some fresh air and help with local park clean-ups. The group has gloves, bags, and grabbers and meets at 10 a.m. at the “Welcome Garden” at Bainbridge Avenue and East Mosholu Parkway North corner. Stolen Checks
Friends of Pelham Parkway have advised that checks totally $3,000 mailed in a mailbox located at Barnes Avenue and Pelham Parkway South were stolen and deposited at the TD Bank underneath the 2 train. They suggest handing mail to a mailperson or sending your checks from the nearest post office.

Fire Hydrants, Cooling Sprinklers, & Cooling Centers
Opening a fire hydrant at “full throttle” is illegal. Blocking a fire hydrant is also illegal. However, sprinkler devices (caps) are available from local FDNY fire houses and can be affixed to street fire hydrants to allow some water to be sprayed gently onto the street, a practice which is legal, as recently confirmed by NYC Department of Environmental Protection (DEP).

During heat emergencies, the City will open cooling centers throughout the five boroughs. Click here or contact 311 to find out whether a cooling center is open near you.

B.R.A.G. Summer BBQ Series
Another series of summer community barbecues are, once again, being held across the borough hosted by Bronx Rises Against Gun Violence. Mobile Office Hours for District 11 City Councilman Eric Dinowitz
The councilman said his constituency district office, located at 277 West 231st Street, is under construction and is set to be completed soon. While this happens, his team is hosting mobile office hours at public libraries across the district, and he said residents can stop by anytime between 11 a.m. and 5 p.m. during these designated mobile office hours.

Grants up to $10,000 will fill gaps in funding by prioritizing businesses owned by people of color, immigrants, and women. While small businesses have kept their doors open, there is a significant need for assistance to fund business continuity. This period of recovery is a pivotal point to keep going. CitizenNYC understands that businesses are essential to the fabric of communities. CitizenNYC looks for businesses that give back to the community they serve. For example, are you providing hiring opportunities for community members? Do you donate food to local community? Do you partner with community-based organizations?
Proposals that focus on both physical and human infrastructure will be prioritized (technical system upgrades, location alterations, hiring support, marketing, training, PPE, etc.). Bronx Chamber of Commerce advises that The Greg Hill Foundation’s Restaurant Strong and Grubhub’s Community Fund wish to further aid small business restaurants by providing them with the opportunity to grow. The Restaurant Strong Grant, made possible by the Grubhub Community Fund, will provide $1.25 MILLION to small business restaurants in different U.S. cities, including New York City. Bronx Chamber of Commerce advises that the Five-Borough Chamber Alliance, and the Statewide Hispanic Chamber of Commerce of New Jersey – the DoorDash Accelerator for Local Restaurants. Congestion on East Gun Hill Road Due to Works
A resident complained during a Bronx CB7 general meeting on Tuesday, May 23, that at least one emergency vehicle / ambulance was delayed responding to an emergency on Gun Hill Road due to ongoing works relating to the Gun Hill Road bus stop project, as only one lane of traffic was open at a certain section. Norwood News reached out to EMS, NYC Department of Transportation (DOT), and NYC Department of Design & Construction (DDC) for comment on the issue. DDC responded, saying without any other details like time or location, they could only say that they follow the DOT traffic plan for all their infrastructure projects.
Mona Bruno, DOT spokesperson responded, saying, “The Gun Hill Road Bus Priority project is designed to allow for full emergency vehicle access, as are all of our projects. Construction is underway and we encourage drivers to follow the ‘no parking’ regulations and use alternative travel routes while work is ongoing this summer.”

Abortion Access in NYC
Abortion remains safe and legal in New York City according to the City’s health department. On April 7, a federal judge in Texas ruled to suspend FDA approval of the medication abortion drug mifepristone, potentially threatening nationwide access to the drug. The judge stayed the ruling for 7 days to allow the federal government time to appeal the decision.
Medication abortion continues to be available at the City’s Sexual Health Clinics and NYC Health + Hospitals locations. Should mifepristone become unavailable, City officials said they will continue to make medication abortion accessible to all in NYC by shifting to a misoprostol-only treatment regime. 2022-23 Statewide Community Air Monitoring Initiative
NYS Department of Environmental Conservation (DEC) is undertaking a statewide community air quality monitoring effort in ten disadvantaged communities that are home to an estimated five million New Yorkers. Air quality monitoring will focus on locations in these communities with high air pollution burdens.
This effort will help DEC target strategies to reduce air pollution, including the greenhouse gas emissions contributing to climate change in these burdened areas to help achieve the goals of the State’s Climate Leadership and Community Protection Act. The results of the monitoring will drive solutions to reduce greenhouse gases and other harmful air pollutants to protect public health. The Bronx is one of the communities selected. Recall of Scooters/Hoverboards
The U.S. Consumer Product Safety Commission (CPSC) and Jetson Electric Bikes LLC, of Brooklyn, New York, announced the recall of about 53,000 42-volt, Jetson Rogue, self-balancing scooters/hoverboards on March 30, due to a fire hazard and two deaths. According to CPSC and Jetson, the lithium-ion battery packs in the self-balancing scooters/hoverboards can overheat, posing a fire hazard. Click here for more details. KHCC Needs to Fund Repairs
Kingsbridge Heights Community Center (KHCC) has been providing cradle-to-career services to the local community for nearly 50 years. It is now calling on the local community to help fund urgent repairs which are needed to its building (owned by NYC Parks) which cost $4 million. If not completed soon, KHCC will be forced to leave Kingsbridge. KHCC is asking residents to share this on social media tagging @khccnyc, contact local elected officials to request that they secure $2 million to fund the repairs, and ask the City administration to repair the building in 2023.

Small Homes Rehab NYCHA Program
New York City Housing Authority (NYCHA) has partnered with local agencies to renovate 18 homes throughout the Bronx, Brooklyn, and Queens and make them available to public housing residents through the Small Homes Rehab-NYCHA Program. NYCHA partnered with NYC Department of Housing, Preservation & Development (HPD), the non-profit, Restored Homes HDFC, an affiliate of Neighborhood Restore HDFC, and Neighborhood Housing Services of Queens to renovate these 18 homes. The initiative is the latest effort by the Adams’ administration to help communities of color throughout New York City build and maintain wealth through homeownership. Law on Rats
New York City Mayor Eric Adams signed a set of bills on Nov. 18, 2022 that creates rat mitigation zones and puts into law new trash set-out times to reduce the amount of time trash bags sit out on city curbs. Assembly Passes Dinowitz Housing Bill
Assemblyman Jeffrey Dinowitz (A.D. 81) has advised that bill (A.4047-B), which relates to a ruling from the New York State Court of Appeals, which invalided a portion of the Housing Stability and Tenant Protection Act of 2019 (HSTPA), has passed the assembly. Dinowitz said before the enactment of HSTPA, a strict four-year statute of limitations had been in place in relation to rent overcharge claims, and tenants were previously prevented from examining more than four years of their apartment’s rent history to prove that their rent was improper.
This meant every four years landlords could use “the base date” rent to continue to collect illegally inflated rents with impunity unless the tenant could show that fraud had occurred. HSTPA removed the four-year rule and the base date to allow transparent examination of the entire rental history as necessary to determine the last reliable rent, and it also changed the statute of limitations for the collection of rent overcharges to 6 years.
The latest bill closes loopholes by clarifying the legislature’s original intent in enacting the law while also addressing court concerns regarding constitutional limitations, allowing tenants to use HSTPA to determine what their legal rent is, while respecting the court’s decision on overcharge claims before the enactment of HSTPA.

NYC Department of Health & Mental Hygiene (DOHMH) says according to their data, 13.8 percent of children between the ages of 6 months and 5 years in New York City have not been vaccinated against polio and the agency is urging parents to ensure their children get vaccinated against what they say is a highly contagious viral infection. Last year, CBS News reported that the New York Health Department said hundreds of people may be infected with the polio virus, once regarded as being an illness that was contained.

The nonprofit, African Communities Together, has advised that Cameroonian nationals living in the United States may be eligible for TPS, and are offering free legal support for Cameroonians looking to apply for TPS. The designation by the Biden-Harris administration comes after over 5 years of advocacy on the ground by the group and others, according to African Communities Together. A new COVID-19 vaccine booster has been authorized for everyone 5 and older who received their most recent vaccine dose at least two months ago. This booster is specifically designed to protect you against the omicron subvariants that account for nearly all recent infections in NYC. Open Enrollment for NYS Health Insurance
The NY State of Health Open Enrollment Period for coverage in a 2023 Qualified Health Plan began on November 16, 2022. Enroll by the 15th of the month for coverage starting on the first of the following month. Enrollment in other programs through the NY State of Health (Medicaid, Child Health Plus and the Essential Plan) is available year-round. Free Parenting and Prenatal Classes
The Parenting Resource Center at Catholic Guardian Services, located at 3356 Fort Independence St., Bronx, NY 10463, is providing free, parenting, and prenatal classes for new and expecting parents. Classes will be held in person and will be taught in English and Spanish. Parents that complete the classes will be given a free crib. With NYC Care, residents can get a unique membership card to access health services, choose their own doctor, and get affordable medications. Cannabis Updates
On Aug. 28, 2022, the Mayor’s office announced that New Yorkers can now apply for the State’s first cannabis retail dispensary licenses, adding that licenses for those most harmed by cannabis prohibition would be prioritized. Social Security Online Services
The Social Security Administration (SSA) has advised it now has a one-stop shop solution allowing customers to complete their Social Security business remotely, rather than visiting a Social Security office. Hundreds of partners across the country are reportedly now using the Social Security Express Icon, including libraries, retirement communities, homeless shelters, job training facilities, prisons, doctor’s offices, veterans’ facilities, motor vehicle administrations, health and human service offices and many more. - Apps must tell you how much the customer tips for each delivery.
- Apps must tell you your total pay and tips for the previous day.
- You may have better access to restaurant bathrooms when you pick up orders.

Reduced fares are available for riders who are 65 or older or riders who have qualifying disabilities. The reduced fare is half the base fare. For example, the base fare for subways and local buses is $2.75, so the reduced fare is $1.35. There is also a Reduced-Fare MetroCard for riders who use mobility aids or have service animals. NYC Department of Consumer and Worker Protection (DCWP) advises that paid safe and sick leave is covered for all workers who:
- seek diagnosis or treatment of an illness, injury, or health condition;
- are sick, including from side effects of the COVID-19 vaccine;
- have to take kids to get the COVID-19 vaccine;
- need preventive care;
- have to quarantine;
- seek safety because of domestic violence, unwanted sexual contact, stalking, or human trafficking; or have to care for a family member for the reasons above.
