  An off-duty cop was arrested in The Bronx on Monday on a DUI charge, police said.   Police said that on Monday, Feb. 20, at around 8.46 a.m. Kenneth McNair, 43, an NYPD lieutenant assigned to Transit District 4, was arrested and charged in the 48th Precinct, which covers the neighborhoods of Belmont, East Tremont, and West Farms.
