West Farms: HPD Launches Housing Lottery for Senior Apartments at 915 Elsmere Place

NYC Department of Housing, Preservation & Development (HPD) has launched an affordable housing lottery for senior apartments at 915 Elsmere Place, a nine-story building in the West Farms section of The Bronx, as reported by YIMBY.

 

Designed by Marin Architects and developed by Stagg Group, the structure yields 72 residential units and 15 parking spaces. Available on NYC Housing Connect, HPD’s online portal, are 39 units for residents earning 80 to 130 percent of the area median income (AMI), ranging in eligible income from $55,612 to $187,330.

Amenities include parking, pet-friendly policies, a shared laundry room, gym, and recreation space. The apartments come with energy-efficient appliances and air conditioning, and tenants are responsible for electricity, including electric cooking.

 

At 80 percent of the AMI, there are nine studios with monthly rental payments of $1,536 for those with incomes ranging from $55,612 to $85,440, and 18 one-bedroom apartments with monthly rental payments of $1,640 for those with incomes ranging from $59,589 to $96,080.

 

At 130 percent of the AMI, there is one studio with a monthly rental payment of $1,900 for those with incomes ranging from $65,143 to $138,840; nine one-bedroom apartments with a monthly rental payment of $2,000 for those with incomes ranging from $68,572 to $156,130; and two two-bedroom apartments with a monthly rental payment of $2,100 for those with incomes ranging from $72,000 to $187,330.

Prospective renters must meet income and household size requirements to apply for the apartments, and applications must be postmarked or submitted online no later than Dec. 30, 2022.

 

This building is pet friendly and is smoke free. Parking and laundry room are subject to fees. For units where the income limit is set at 80 percent AMI, individuals or households must have at least one household member who is 62 years or older, and must meet the income and household size requirements that are listed on NYC Housing Connect.

 

For units where the income limit is set at 130 percent of AMI, eligible individuals or households do not require a member that is 62 years of age or older. Qualified applicants will be required to meet additional selection criteria. The owner is responsible for hot water and heat. To request an application by mail, send a self-addressed envelope to 915 Elsmere Place, C/O Housing Partnership, 253 West 35th Street, 3rd FL, New York, NY, 10001. Applicants can also apply online NYC Housing Connect, but only one application should be sent, either in the mail or online.

This building is being constructed through HPD’s Privately Financed Affordable Senior Housing (PFASH) Program and is anticipated to receive a tax exemption through HPD’s 421-a program. No deposits or application fees apply.

 

Five percent of units are set aside for those with mobility impairment, and 2 percent are set aside for those with a vision or hearing impairment. A preference for 70 percent of units will be given to those who are 62 years of age or older, preference for 50 percent of units  will be given to Bronx Community Board 6 residents, and preference for 5 percent of units will be given to New York City employees.
