Off-Duty Cop Arrested on Rape & Other Charges involving a Minor in East Bronx

An off-duty NYPD officer has been arrested in The Bronx for rape and other offenses involving a minor, police said Friday, Nov. 14.

 

Police said that on Thursday, Nov. 13, at 8.23 p.m., an off-duty New York City employee was arrested and charged in the confines of the 45th Precinct, which covers the Bronx neighborhoods of Co-op City and City Island as well as some parkland.

 

They said Police Officer Ndegnior Kpan, a 27-year-old male was charged with rape, endangering the welfare of a child, and assault. Norwood News has asked the NYPD for the age of the victim and the circumstances of the rape and will share any further information we receive.

 

He is deemed innocent unless and until convicted in a court of law. Kpan was assigned as a police officer on Feb. 19 to the Military and Extended Leave Desk. He had not received any recognition or awards according to online police records, had completed a wide range of training, including one on policing with integrity in December 2024, and another on children and adolescents the same month, another in August 2024 entitled “Rape is rape.” and another the same month on sexual harassment awareness and prevention.”

 

He had made two misdemeanor arrests and had no disciplinary history according to public records.

 

Separately, on Thursday, Nov. 13, Manhattan District Attorney Alvin L. Bragg announced the sentencing of Quame Taylor, 33, from Queens to nine years in state prison for raping an acquaintance while she was sleeping in March 2024. According to the Manhattan DA’s office, on Sept. 18, Taylor pleaded guilty in New York State Supreme Court to one count of rape in the first degree, a class B felony.

 

“Quamae Taylor took advantage of this survivor’s vulnerable state and raped her while she was asleep and physically helpless,” Bragg said. “I thank the survivor for her resilience and her strength in speaking at today’s sentencing.”

 

He continued, “The facts of this case bely many common misunderstandings of rape, while mirroring what we see across our Special Victims Division. This defendant was an acquaintance, not a stranger, and raped this survivor in a relative’s apartment, not a stereotypical darkened street corner. I want to reiterate that regardless of the circumstances, rape is rape, and we are here to help you. I urge survivors to call us at 212-335-9373.”

 

As admitted in the defendant’s guilty plea, and according to court documents and statements made on the record in court, on the evening of March 9, 2024, Taylor, an acquaintance of the victim, accompanied her and her sister to a restaurant to celebrate the victim’s birthday. Soon after they all returned to the sisters’ apartment, the victim fell asleep. The victim awoke to the defendant raping her as she slept in her bed. She then contacted the NYPD and Taylor was arrested.

 

According to officials at the Manhattan DA’s office, Assistant D.A. Phoebe Rosenfeld handled the prosecution of the case under the supervision of Assistant D.A. Vanessa Puzio, IPSV deputy bureau chief, Assistant D.A. Shannon Lucey, deputy chief of the Special Victims Division, and Executive Assistant D.A. Justin McNabney chief of the Special Victims Division.

 

They said Survivor Services Bureau Counselors Kara Wissing and Nakeisha Vanterpool, Investigative Analyst Eva Nikitovic, and former Assistant D.A. Megan Mers also assisted with the investigation.

“The Special Victims Unit’s 24-hour hotline is staffed around the clock allowing individuals the ability to report sex crimes and be connected directly and immediately with the appropriate Special Victims Squad who will handle their report,” an extract from the NYPD’s website reads. “To make a report of a sex crime, call our 24-hour hotline at 646-610-7272 or 212-267-7273.”

 

The extract continues, “The NYPD in conjunction with The New York City Alliance Against Sexual Assault provides access to the resources and services survivors of sexual violence need in the Sexual Assault Survivor Resource Guide which can be found in every precinct, police service area, and transit district throughout New York City and can also be accessed here.”

 

The District Attorney’s office also urges anyone who is, or who believes someone they know is, the victim of a sex crime to call the Bronx District Attorney’s Office.
