To me, I think it’s the parents’ fault. I think the parents should have been with them. If they build a bigger fence, they will climb it just to swim.

Safety precautions. Maybe they need to make the fence higher. It could have been anyone’s child.

They probably tripped or fell in by mistake. They could have not gone swimming and just stayed home.

My mom used to swim there when she was younger. They should clean out the river to make it a little safer.

This place has a danger, so you need to put someone there to watch. Kids today do anything, so in the summer, put someone there to watch.
